Naturally, the girl lives somewhere in Nigeria and of course has no money for a ticket to Washington. The man in love very much wishes to see the beautiful girl and sends a big sum of money for her ticket. And she vanishes.

One needs to understand that this is a job for scammers, and they do it well. Scammers mostly work in groups, where each person has his own task. One of them draws documents using a graphics editor should in case the man requests for a scan of the passport. The second person registers on dating websites. The third writes letters ostensibly from girls. Well, and girls answer the phone calls of the future victims. As you have already understood, a team works.

I do not believe that the German sent the money without a preliminary verification on the "girl". However, a group of scammers numbering 24 people worked against him. All these were bought with the money of the swindled men. And this happened in Russia, which is actively cooperating with Interpol. In Nigeria or Senegal, no one will at all search for such criminals. There is simply no work there, but there is the Internet. A family of five people could live a month on $100. Having swindled someone of $1200 you would live for a year as a very rich person by local standards.
